.ICO File Format
ICO files contain the icons for Windows programs, files, and folders. An icon file has two color masks: the opacity mask (AND mask) determines what part of the icon is transparent; the color mask (XOR mask) contains the icon which is mapped onto the mask. Many programs could help you customize a personalized icon file.
The "favicon.ico" file is special icon file. It is used to store a website logo that appears to the left of the web address in the address bar of a browser. To make favicon.ico appear, it must be 16x16 in resolution and plasced in the root directory of the website.
An ICO file is similar to a Windows cursor (.CUR) file. The only differences are the bytes used to identify them and the addition of a hotspot in the CUR format header.
